Preferential Policy for Charges

1. Use of electricity No additional fees for the city shall be charged on the basis of the implementation of the peak electricity price for the provincial grid. The electricity price of the use in big industry will be implemented according to the electricity price rate approved by the Provincial Price Bureau for our city.
The electricity prices for the big industry are:
(1) 1-10 KV: Normal Hour: RMB 0.5896/KWH, Peak Hour: RMB 0.9143/KWH, Low Hour: RMB0.3097/KWH
(2) 35-110KV: Normal Hour: RMB 0.5796/KWH, Peak Hour: RMB 0.8985/KWH,
Low Hour: RMB0.3047/KWH
(3) 220KV or above: Normal Hour: RMB0.5696/KWH, Peak Hour: RMB 0.8827/KWH, Low Hour: RMB 0.2997/KWH.

2. Use of water Industrial water use shall be charged according to 85 % of the industrial water price rate approved by the municipal price department. For enterprise that consumes large quantity of water, water factory may be set up by the enterprise according to relevant laws, regulations and rules stipulated. The newly established enterprise that solves the sewage treatment by itself and meets the national standards or solves the sewage in the park by itself shall be exempted from sewage treatment fees and extra drain fees for exceeding the provided standard.

3. Administrative stipulated fees. All the administrative stipulated fees that Shaoguan Municipal Government has the right to reduce or remit shall be exempted except those stipulated by the state and the province and the license Cost. All the expenses relating to the enterprises shall be collected according the lower limit in case of upper and lower limits.

4. Operating expenses. ?The collection of the operating expenses must be subject to the examination and approval of the municipal price department and the approval of the municipal government. All charges must follow the management of revenues and expenses. No charges are allowed without the approval of the government.

5. Management and intermediary service charges. ??The Charges defined in the appendix to the Opinions shall be implemented according to the appendix. The non-administrative operating expenses approved by the price department but not listed in the appendix, which Shaoguan Government has the right to adjust or reduce, shall be charged according to 50% of the lowest rate.

6. The centralized appraisal for the whole environment influence shall be made. Except for the special management needs, the productive projects in the park shall be implemented according to the preferential policy of both the half reduction of the lowest rate and the highest limit price.

7. The new productive project shall be exempted from municipal construction auxiliary fees, allocation fees for use of mobile personnel as well as dyke protection fees and voluntary tree planting & greening fees within 3 years starting from the date when the project is put into operation.

8. Enterprises to the west of Muxi Industrial Park Xilian Toll Station shall go through the free pass formalities of Xilian Toll Station for self-use transport vehicles and living vehicles by valid certificates issued by the municipal service center in the Municipal Highway and Bridge Construction & Development Co., Ltd...

9. The lowest salary level of enterprises shall be implemented according to the standard published by our city.

10. The personnel with Shaoguan (including county, city, district under Shaoguan) ID cards that work or are engaged in other economic activities in Yuebei Industrial Development Zone shall not go through the temporary residence cards further. The temporary residence cards gone through by the out-of-town personnel are applicable in the whole city.

11. The out-of-town personnel that are in business or work for more than 3 consecutive years within the planned scope of Yuebei Industrial Development Zone, without criminal record, and with fixed residence and participation in social insurance for over 2 years according to the requirements for the town registered permanent residents of this city, may go to the public security department for going through the formalities for the town registered permanent resident.
